A special committee of the Postal Department has rejected the Central Information Commission’s proposal to issue special RTI stamps. The committee in its report submitted on July 27 said the proposal was not feasible.
The RTI stamps were intended to replace the method of paying RTI fees and copying charges through postal orders. The proposal was considered owing to high cost of handling postal-orders: Rs.39.99. The committee was set up following an appeal by Delhi-based RTI activist Subhash Chandra Aggarwal on October 5, 2015. The CIC then directed the Department of Posts to ask the Department of Personnel and Training to assess the feasibility of printing RTI stamps instead of using postage stamps as a mode of paying RTI fees.
The committee is likely to revisit the proposal after three years. The committee also observed that there were at present 3.96 crore postal-orders of the Rs.10 denomination to handle about 7.5 lakh RTI petitions that are received every year. It also cited problems in accounting problems as another reason for not issuing RTI stamps.
