New Delhi: Central government plans to implement 7th Pay Commission award in July on the recommendations of the Empowered Committee of Secretaries to boost central government employees, despite an open-ended strike was announced by employees’ unions.
Finance Minister Arun Jaitley earlier said that the final decisions on the 7th Pay Commission report took five and a half months including the process of the Empowered Committee of Secretaries.
The employees’ unions will serve strike notices two-day before the Empowered Committee of Secretaries’ final meeting, an official from Finance Ministry was quoted as saying Friday.
The Finance Ministry official has said, “It is too early to say what view the government would take against the striking employees’ unions. But it will certainly not take any such action in a knee-jerk reaction, particularly one which has any adverse impact Central government employees during getting 7th Pay Commission award.”
He told The Sen Times that most of central government employees will stayed away from the strike are supportive of getting 7th pay commission award from the government, so nationwide central government offices would be at normal during the coming strike days.
“Government has several alternative plans – like after announcement of 7th pay commission award, all duty-bound staff will return to their places of work, accordingly, the situation will come to reassure.”
Before the strike announcement, the government decided to significantly enhance the pay and allowances of the central government employees with effect from January after getting the proposal of the Empowered Committee of Secretaries on recommendations of the Pay Commission, sources confirmed.
“We expect 30 per cent increase in basic pay in the coming days and employees will have enough money for facing inflation and the government have no fears of funds,” the official said.
Currently, there are some 4.8 million employees and officials in Central government departments and 5.2 million hold regular pensions.
The employees’ unions have not said how long the walkout will last. However, the government said the unions using pressure tactics by announcing strike for better pay in 7th pay commission award and the most of employees in the central government are not interested in strike, the official said.
The unions have been demanding a minimum salary of Rs 26,000 as against Rs 18,000 recommended by the 7th Pay Commission, they also demanded to scrap the New Pension Scheme and to restore old pension rules for all central government employees who join since 2004.
The government formed a 13 member secretary-level Empowered Committee headed by Cabinet Secretary P K Sinha in January to review the report of the 7th Pay Commission before cabinet nod.
The 7th pay commission was set up by the UPA government in February 2014.
It submitted the report after around 22 months.
After getting the 7th pay commission report, the Finance Minister Arun Jaitley while introducing the Seventh Pay Commission report on November 19, already said that the final decisions on the Seventh Pay Commission report took five and a half months including the process of Empowered Committee of Secretaries.
The Empowered Committee of Secretaries is likely to propose pay structure of minimum at Rs 21,000 and the maximum at Rs 2,70,000.
